“The property market situation in Spain is changing significantly once again”.
In the early years of the 21st century, the Kingdom of Spain became the Florida of Europe. It is a country which, after undergoing a difficult period between 1936 and 1975, took a giant leap forward enacting a new constitution which drove Spain into the European Union and all the international forums, playing an active and relevant role. It is a country which, in 40 years, has managed to place its economy among the top five in Europe, with a strategic approach focusing on infrastructure, mainly with regard to new airports, high speed trains, and excellent public services in terms of health and education.
In this context, the property market experienced a rapid development between 1996 and 2007, reaching shockingly high figures (in 2007, 850,000 houses were identified) that eventually led to a burst of the housing bubble. Besides lack of adequate governante in unsustainable levels of property supply, and poor management of mortgage bank loans to finance acquisitions, in certain municipalities of Spain (mainly in the Mediterranean coast), some corrupt mayors and councilors allowed construction of illegal housing, which has posed serious risk for bona fide purchasers.

As evidenced last 20th of November in the Forum organised by Money Market at the Hotel Meliá White House in London, the property market situation in Spain is changing significantly once again. After bottoming out by the decline of newly-built property due to the high stock of empty houses, the property market begins to bloom once more, but this time in a very healthy light. For this reason, it is the perfect time in economic terms to buy property in Spain.
The property market has stabilised and it will not go down any further, quite the contrary; as economic recovery is gradually consolidated, prices will tend to grow, slow but steady.
Moreover, the political situation is changing radically. Spanish citizens are increasingly demanding of their politicians, especially in the fight against corrupt practices which took place mainly in the construction sector, as it generated substantial amounts of money. Thus, there are less chances of the same scandals taking place again. Additionally, there are property hedging products such as that presented by the underwriting agency, Dual Asset, in said forum.
This new scenario has led to foreign purchasers buying 55,187 houses located in Spain in 2013, representing 21.40% of total national property sales, and an increase by 21.40% over fiscal 2012.
In short, Spain’s attractive features are still extremely appealing, not only to visit as tourists, but to purchase a second home which enables owners to live in a warm place, with a quality of life difficult to imagine in most European countries, as well as a public health system which is ranked among the best in the world.
All these elements are only a two-hour flight away from London (available with many airlines, including those which are low-cost, connecting many cities in Britain and Spain). Not forgetting, of course, the wide range of golf courses, and a football league at least as important as the Premier.

Spanish property engine of economic growth in 2015

Real estate and construction will be the ‘engines of economic growth’ in Spain for 2015, according to a new study.
The report, released by independent financial advisors Arcano, goes on to insist that this growth could well be above the 2% predicted by the government.
A resurgence in the residential building sector is further predicted, as well as in the price of housing, due to an improvement in financing, the granting of mortgages, the return of foreign investors and a recovery in domestic demand.

Ayudas para el alquiler en España

Llegan las nuevas ayudas al alquiler. A partir de mañana ya serán efectivas las nuevas ayudas, según una orden que ha publicado el BOE y que entrará en vigor mañana jueves. La orden del Ministerio de Fomento "determina la efectividad de las líneas de ayuda del Plan Estatal de fomento del alquiler de viviendas, la rehabilitación edificatoria y la regeneración y renovación urbanas 2013-2016”.

¿Dónde se regulan las ayudas?
El Real Decreto que regula las ayudas al alquiler se publicó en el BOE en abril del año 2013. Sin embargo, se retrasó su entrada en vigor, mientras el Gobierno cerraba los acuerdos entre las Comunidades Autónomas y el Ministerio de Fomento para poder ponerlas en marcha. Tras cerrar esos acuerdos, en abril presentó el Plan, pero aún faltaba la publicación de la orden del Ministerio de Fomento para que se hicieran efectivas. Una vez publicada en el BOE, la orden que da efectividad a las ayudas entrará en vigor el jueves. 

¿De cuánto será la ayuda al alquiler?
Se concederá a los beneficiarios una ayuda de hasta el 40% de la renta anual que paga el inquilino por el alquiler de su vivienda habitual y permanente, con un límite máximo de 2.400 euros anuales por vivienda.

¿Cuándo se pagará?
Se abonarán mensualmente por el importe proporcional al monto anual.

¿Durante qué plazo se concede?
Se concederán por un plazo de 12 meses, prorrogables, siempre a solicitud del interesado, por sucesivos periodos de 12 meses, hasta la finalización del Plan, es decir, 2016.

¿Quién puede solicitar la ayuda al alquiler?
Las ayudas al alquiler las pueden solicitar personas físicas mayores de edad, con un contrato de alquiler o que deseen acceder a uno. En este segundo caso, el contrato deberá aportarse en el plazo de 30 días desde la resolución de concesión de la ayuda, que quedará condicionada a su aportación.
Se fija un límite de ingresos inferior a 3 veces el IPREM (Indicador Público de Renta de Efectos Múltiples), que será modulable según el número de miembros y composición de la unidad de convivencia. Se considera unidad de convivencia al conjunto de personas que habitan en una vivienda de manera habitual y permanente, independientemente de la relación entre ellas y tanto si aparecen como si no en el contrato de alquiler.

¿Cómo y dónde se solicitan?
La gestión de las ayudas es competencia de las Comunidades Autónomas y son ellas las que establecen la forma, plazon y vía para solcitarlas, en concreto, la Consejería competente en materia de vivienda de cada comunidad. Una vez que se han hecho efectivas las ayudas del Plan Estatal, las convocatorias concretas las irá publicando cada comunidad autónoma
Cada Comunidad, eso sí, cuenta con un presupuesto limitado y fijado a nivel estatal. La Conferencia Sectorial de Urbanismo, Vivienda y Suelo celebrada el 22 de julio de 2013 determinó, para cada Comunidad Autónoma, Ceuta y Melilla, los porcentajes de reparto de los recursos disponibles para subvenciones.

¿Qué ocurre con la renta básica de emancipación?
Desaparece con la entrada en vigor de las nuevas ayudas al alquiler. La renta básica de emancipación es el conjunto de ayudas directas del Estado, destinadas al apoyo económico para el pago del alquiler de la vivienda que establecía el anterior plan de ayuda al alquiler y que regulaba el Real Decreto 1472/2007.
Según la orden publicada este miércoles por el Ministerio de Fomento, para los beneficiarios de las ayudas de renta básica de emancipación se aplicará lo siguiente:
- La efectividad de las nuevas líneas de ayuda se producirá a la finalización del plazo por el cual tuviera reconocida la ayuda de renta básica de emancipación
- Podrá solicitar las ayudas y desde que se resuelva favorablemente su solicitud perderá el derecho a la ayuda de renta básica de emancipación.
El Ministerio ya había cerrado el grifo a nuevas solicitudes a finales de 2011 y las había reducido en un 30% hasta los 147 euros mensuales en julio de 2012.
